Notice is hereby given that Transylvania County is soliciting proposals from qualified professional firms to provide Janitorial Services for the Department of Housekeeping. The contract will be for a term of 12 months with the option for a 12-month extension for up to a maximum of thirty-six months for two County Buildings.

A copy of the RFP with detailed specifications, information, and selection criteria may be obtained, beginning Friday, January 13, 2017 from April Alm at the Transylvania County Finance Department, 101 South Broad Street, Brevard, NC 28712, at april.alm@transylvaniacounty.org, or at 828-884-3104.

Questions in writing regarding the RFP should be submitted to April Alm, Transylvania County, 101 South Broad Street, Brevard, NC 28712, faxed to 828-884-3119 or emailed to April.Alm@transylvaniacounty.org no later than 5:00 pm EST on Friday, January 27, 2017.

Bids must be received by April Alm at the address shown above no later than 5:00 pm EST on Friday, February 10, 2017.

Transylvania County reserves the right to reject any and all proposals in whole or in part and to waive such informalities as may be permitted by law.

JCPC Funds Notice

The Transylvania County Juvenile Crime Prevention Council (JCPC) announces the availability of $104,212 in intervention and prevention funds for services to youths most at risk of court involvement. JCPC funds require a local cash or in-kind match of 30%.

Based on the JCPC Risk and Needs Assessment conducted to date, the risk factors affecting Transyl-vania County have been identified to be the following:

• The elevated number of youth over the age of 12 who are at risk of committing their first delinquent offense

• The elevated number of youth with prior referrals at intake

• The elevated number of youth who have a known use of alcohol and/or illegal drugs

• The elevated number of youth who have school behavior problems

• The elevated number of youth who lack pro-social peers

• The elevated number of youth who lack parents that are able to supervise them

The JCPC planning pro-cess conducted to date, detected service intervention needs to address the following areas:

• Elevated rate of students functioning below grade level

• High levels of school behavior problems

• Increased rate of substance abuse in youth

• Inadequate in-home supervision

• Substance abuse in the home

• Abuse/neglect, a lack of support of victims of abuse/neglect

• Mental health needs

• Conflict in the home

The Transylvania County JCPC will consider proposals for the following needed programs:

1. Structured Day

2. Restitution/Community Service

3. Interpersonal Skills

4. Mentoring

5. Mediation

6. Parent/Family Skill Building

7. Tutoring

8. Vocational

9. Experiential Skill Building Services

10. Teen Court

11. Temp Shelter

12. Mental Health

13. Substance Abuse

All applicants will be required to attend a Program Agreement Orientation Session scheduled on January 20, 2017 at 9:00 a.m. in the Conference room at the Administration Offices of the Transylvania Schools at 225 Rosenwald Lane in Brevard, NC 28712.

In order to apply for FY 2017-2018 JCPC funding, you must complete and submit your application online by accessing NC ALLIES. Please read and follow all instructions at the following link: https://cp.ncdjjdp.org/CP/

After submitting the application in NC ALLIES, print and submit ONE hard copy to Trisha Hogan on February 10th, 2017 by 5:00 p.m. at County Administration Building, 101 S Broad Street, Brevard, NC 28712, (828) 884-3271.

Private nonprofits are also required to submit No Over Due Tax forms, Conflict of Interest Statements, and proof of 501(c)(3) status.

Both the paper and electronic copies must be received for a program to be considered.

Local public agencies, 501 (c) (3) nonprofit corporations and local housing authorities wishing to submit applications for programs to provide any of these intervention services may contact the JCPC Administrator or Area Consultant for more information:
