Smart Start Director Worries What State May Do

Joe Castro, director of Smart Start in Transylvania County, is alarmed that state lawmakers are considering eliminating his agency, which oversees programs that promote early childhood education.
Several appropriations sub-committees in the N.C. General Assembly are presently working on their respective budgets and elimination of Smart Start is one possibility as the state looks to bridge a roughly $2.4 billion budget gap.
