On Jan. 5, 2012, at one o’clock in the morning, North Carolina House Speaker Thom Tillis held a surprise vote on eliminating direct payment from teachers’ paychecks to the North Carolina Association of Educators (NCAE). The vote, as Tillis said, was “to give them a little taste of what’s about to come.”
