We have a new civil war in Transylvania – over property rights and responsibilities. On one hand are those who believe that what they do with their own land is their business; who believe that economic development is a search for companies to provide jobs. On the other are those who believe they have a right to limit the use of their neighbor’s land with concern for their own property value and general living standards, who view economic development as a way to manage the kind and impact of incoming industry. The tools of this conflict have to date been zoning, moratoriums and lawsuits....
