Passing The Buck, Literally

 


Politicians have long had a reputation for figuratively passing the buck, blaming someone else for their mistakes. But they are also increasingly passing the buck in the most literal sense, putting the financial obligations on other entities whenever possible.

For years, the federal government has passed mandates for states to follow but has not fully funded them. Two examples were discussed at the Board of Education meeting Monday night: special education funding and school lunch programs.
