Hurricane Matthew dumped massive amounts of rain on eastern North Carolina. As of Wednesday morning, 19 people in this state have died, mostly from drowning in rising floodwaters.

Most of these deaths could have been avoided if we had learned our lessons. In 1995, Hurricane Floyd also dumped massive amounts of rain on the eastern half of the state, resulting in rising rivers. One would think that given such a similar scenario this time, residents would have sought higher ground much earlier.
