Last year the state General Assembly passed a law calling for a reduction in class sizes in the primary grades. The idea is sound. The fewer students in a class, the more individual instruction students could receive, particularly those who may be struggling with a crucial skill such as reading.

But the law, which has not yet been implemented, could have some dire consequences. Most school systems have tight budgets. Making primary grade class sizes smaller means hiring more teachers, and in some cases, building more classrooms to accommodate those additional teachers. To date, the state...
