Gov. Roy Cooper and the Republican leadership in the General Assembly have been engaged in a power struggle for several months. Soon after it became clear Cooper would be governor, the General Assembly held a special session in which it stripped several powers from the governor. Cooper then filed lawsuits to retain those powers.

Last week a panel of North Carolina judges ruled twice in Cooper’s favor and once against him.
