Ignoring 'The General Welfare'

According to the U.S. Constitution, one function of goverment is to “promote the general welfare.” In modern times, that has included providing assistance to Americans who have had their homes and businesses destroyed by natural disasters. In the West, that has applied to assisting victims of wildfires and earthquakes; in the Great Plains, Midwest and South, victims of tornados; along the East Coast and Gulf Coast, victims of hurricanes.
