Hope is held hostage by the poor people.

The Land of Waterfalls seldom sees drought, at least to the extent that it exists out West. Yet, even where water is plentiful, people appreciate it and rue the time when it might be in short supply.

The idea of a 20-year drought is almost unimaginable, but this is the case in Brevard Little Theatre's summer musical, "Urinetown," by Greg Kotis and Mark Hollmann.

This imaginary place hasn't had rain for two decades, and the situation is indeed dire. The state legislature and city government have taken the drastic step of outlawing private toilets and charging admission per use for public...
