Does the city of Brevard have rules about panhandling?

Daniel Cobb, the city’s planning director, provided the following response: The short answer is, yes, the city does have rules about panhandling.

The following may be found in city code:

•Sec. 46-4. — Begging in public places—Prohibited.

No person shall beg or solicit alms in or on the streets or other public places of the city or in the entrances or corridors to or of any public building in the city.

•Sec. 46-5. — Same—Indirect solicitation.

No person shall sell or offer for sale any pencils, shoestrings, chewing...
