The FISA Committee Memo is out and the expected comments abound. Extremely important aspects are how the warrants were obtained, what was omitted, and the legal and ethical duties of the application signatories.

For the judiciary these elements are critical. A court can only decide on what it is given. The Fourth Amendment states: “No warrant shall issue but upon probable cause supported by oath or affirmation.”
