On your opinion page of July 26, Mr. Stinchcomb repeats a serious misconception that I have seen in various media over and over again, particularly since the U.S. territory of Puerto Rico was devastated by two hurricanes last year. There is no legal difference between Americans and Puerto Ricans. Puerto Ricans are full citizens in the same way that Irish-Americans or Italian-Americans or Jewish-Americans or African-Americans are Americans. They can travel to North Carolina or any other state in the same way that North Carolinians can travel to Georgia or Tennessee. They have the same right...
