From the open cargo door of a Black Hawk helicopter flying 500 feet above southeastern North Carolina in wind and rain, Bobby Cooper, the Emergency Management Services (EMS) director for Transylvania County, scanned for survivors amid the flooded wreckage of Florence's path.

Cooper, a member of the N.C. Helicopter Aquatic Rescue Team (HART), started on the series of rescue operations with a crew of seven on Sept. 15, and during a period of 12 days they saved 10 people and three dogs, then returned back to base in Salisbury on Sept. 26.
