It was an obvious plan and strategy to derail the confirmation of Kavanaugh. The Democrats on the Judiciary Committee saw that Kavanaugh would probably sail through the hearing and be confirmed. They probably met a week before the hearing and I can imagine how the meeting went:

Feinstein: “I have a letter from a woman who claims he attempted to rape her 36 years ago. We can hold that letter and use it at the most opportune time.”

Booker: “That’s a great plan. I’ll make a very dramatic campaign speech at the hearing and make reference to Spartacus.”
