Small Town Struggles

The small town of Edenton, N.C., needs more than $2.64 million to renovate and upgrade two of its water treatment plants. The only way it can get that money is to pass a bond. But last week State Auditor Beth Wood initially recommended the Local Government Commission deny Edenton’s request because the town has improperly handled its finances. (See story on Page 11A).

Wood’s concerns are valid, but so is the request by Edenton Town Manager Anne-Marie Knighton to seek the bond money. The conflict arises from the financial struggles that many small towns across North Carolina are facing....
