For years, many members of the U.S. Congress have been remiss in carrying out some of their most fundamental duties. Instead of Congress passing laws regarding domestic affairs or approving specific use of the military either abroad or at home, recent presidents have filled that vacuum by issuing executive orders or emergency declarations.
