It should have been no surprise that a panel of three state judges on Monday blocked the current congressional districts from being used in the upcoming election because there is a “substantial likelihood that plaintiffs (the Democratic Party and voters) will prevail on the merits of this action by showing beyond a reasonable doubt that the 2016 congressional districts are extreme partisan gerrymanders” that violate the state’s Constitution.
