Reactive Vs. Proactive

One of the things we hopefully will learn as a nation from the COVID-19 pandemic and racial inequality that have dominated recent headlines is that it is less costly in terms of money, health and happiness to be proactive instead of reactive.
The countries in which COVID-19 has had the least impact in terms of deaths and financial well-being are those that already had plans in place to deal with a pandemic.
