When talking about floodplain management, Terry Foxx said, there are two things to keep in mind: there are “two sides to every story” and for “every action there’s an equal and opposite reaction.”

Foxx is a National Flood Insurance Program (NFIP) western planner, with the N.C. Department of Public Safety. Last week, he gave a presentation to the Transylvania County Board of Commissioners.
