City's Tough Decision

In October of last year, Tore Borhaug filed plans for a 17-acre mixed-use development as a planned development district (PDD) to be located between the Asheville Highway and the Deerlake Village subdivision. A PDD is a form of conditional rezoning in which the developer and the city negotiate site-specific development standards for a project.
The property is currently zoned GR8, which has a density of eight units per acre. Borhaug requested 11.2 units per acre. The city’s Residential Mixed Use (RMX) designation allows up to 15 units per acre.
