N.C.'s Cautious Approach Works

Last Thursday, North Carolina Gov. Roy Cooper announced that school systems throughout the state could under open under Plan A for students in kindergarten through fifth grade.
As he did with his earlier announcement on reopening schools, Cooper has given local school districts and charter schools a choice. Those districts and schools that feel safe in doing so can operate under Plan A; those that do not cannot remain operating under Plan B, the hybrid option, or Plan C, in which all students learn remotely. Locally, close to one-third of students are learning at entirely from home.
